They'll be pursuing new artists who need help in the early stages of their careers, and established artists who don't want to be on major labels anymore. Of course, most of the risk lies with the new artists, who may or may not go on to earn any money.
And since traditional record sales aren't where the money is, this formula removes record companies from the equation. Power Amp gets a share of the band's income (including merchandise and gigs), and the artists keep their publishing rights (which can earn them millions).
In a way, it's the next phase in artist management, cutting out a middle man (the record company) that's being driven to obsoleteness anyway, and making way for future innovations in music consumption.
